Meet key members of the OFTEC team

OFTEC is led by a senior management team with many years of experience within the heating industry and related fields.

Paul Rose - Chief Executive Officer, CEO

Paul has overall responsibility for OFTEC’s strategic direction and day to day operation. He has direct responsibility for the OFTEC trade association, membership, PR and financial matters. He lobbies the UK and Irish governments to promote oil and liquid fuel heating and is the liaison between OFTEC and Eurofuel, which represents the sector at European level.

Paul started his career as a mechanical engineer with Paxman diesels, before moving into domestic heating and providing support for a prominent oil boiler manufacturer.  Since joining OFTEC in 2005, Paul has held many roles within the organisation before taking over as CEO in August 2016.

Adrian Lightwood - Registration Services Director

Adrian is responsible for OFTEC’s registration and inspection departments and oversees its competent persons scheme (CPS), microgeneration certification scheme (MSC) and PAS 2030 registration scheme. He ensures that OFTEC registered technicians are inspected regularly and that its scheme maintains its accreditation with UKAS, and complies with requirements from the Ministry of Housing, Communities and Local Government (MHCLG) formerly known as DCLG and the department of Business, Energy and Industrial Strategy (BEIS) formerly known as DECC. Adrian also oversees the OFTEC scheme committee (OSC) and our internal ISO9001 quality management system. Adrian has worked for OFTEC since 2004 and, prior to that, held positions at Worcester Bosch, Stanley Cookers and Aga Rangemaster.

Andy Mathews - Technical Director

Andrew has over 30 years of on-site technical and professional experience within the construction industry. Starting his career as a plumbing and heating engineer, he later developed a successful plumbing and heating business. After 12 years he sold the business and then went on to complete a degree in building surveying and then to specialise in residential building services.

He has extensive technical experience of the heating industry and a comprehensive understanding of training and certification of installers for conventional and low carbon heating technologies. He has developed many bespoke on and off gas grid training courses for the automotive and food processing industries and worked with energy and utility skills sectors to assist with technical matters and develop training.

He promotes OFTEC registration and has regular contact with officials and politicians in the Irish government and Northern Ireland Assembly, lobbying on behalf of the industry. With OFTEC’s Republic of Ireland representative and Northern Ireland local inspector he answers technical queries from OFTEC registrants in Ireland. David has worked for OFTEC since 2004 and, prior to that, worked with a number of prominent Northern Ireland Enterprise Agencies following qualification as a Chartered Surveyor.
