Meet key members of the OFTEC team

OFTEC is led by a senior management team with many years of experience within the heating industry and related fields.

Paul Rose - Chief Executive Officer, CEO

Paul has overall responsibility for OFTEC’s strategic direction and day to day operation. He has direct responsibility for the OFTEC trade association, membership, PR and financial matters. He lobbies the UK and Irish governments to promote oil and liquid fuel heating and is the liaison between OFTEC and Eurofuel, which represents the sector at European level.

Paul started his career as a mechanical engineer with Paxman diesels, before moving into domestic heating and providing support for a prominent oil boiler manufacturer.  Since joining OFTEC in 2005, Paul has held many roles within the organisation before taking over as CEO in August 2016.

Adrian Lightwood - Registration Services Director

Adrian is responsible for OFTEC’s registration and inspection departments and oversees its competent persons scheme (CPS), microgeneration certification scheme (MSC) and PAS 2030 registration scheme. He ensures that OFTEC registered technicians are inspected regularly and that its scheme maintains its accreditation with UKAS, and complies with requirements from the Ministry of Housing, Communities and Local Government (MHCLG) formerly known as DCLG and the department of Business, Energy and Industrial Strategy (BEIS) formerly known as DECC. Adrian also oversees the OFTEC scheme committee (OSC) and our internal ISO9001 quality management system. Adrian has worked for OFTEC since 2004 and, prior to that, held positions at Worcester Bosch, Stanley Cookers and Aga Rangemaster.

David Blevings - Ireland Manager

David sits on OFTEC’s strategic management team and manages OFTEC activities throughout Ireland, where many of OFTEC’s manufacturing members are based. He promotes OFTEC registration and has regular contact with officials and politicians in the Irish government and Northern Ireland Assembly, lobbying on behalf of the industry. With OFTEC’s Republic of Ireland representative and Northern Ireland local inspector he answers technical queries from OFTEC registrants in Ireland. David has worked for OFTEC since 2004 and, prior to that, worked with a number of prominent Northern Ireland Enterprise Agencies following qualification as a Chartered Surveyor. 

Malcolm Farrow - Head of Public Affairs

As part of OFTEC's strategic management team, Malcolm leads on OFTEC's public affairs and communications in Great Britain. He is closely involved in OFTEC's heat policy work and oversees our web and social media activity, PR and media liaison, advertising and publishing. 

Malcolm joined OFTEC in 2011 after a career that has seen him work in a variety of marketing and communication roles in the charity and public sector. This included for the Royal Society for the Protection of Birds, Suffolk Coastal District Council and, most recently, the Suffolk Coast and Heaths Area of Outstanding Natural Beauty.
